Plugins on StarCraft

I am starting a server and i really really like this server. when i get done with it many people here will automatically hav some title in commemoration for their amazing work here. I would like help with plugins. If anybody knows anything about this please tell me what some plugins do, how they work, what is required and other stuff. Thank you. I mean really who builds a continent and who makes a hugely hugely Great(98) city?
